 Job Description

 

Title:                                   Program Officer

Type of Position:             Full time; Exempt

Reports To:                        Senior Vice President, Programs & Community Investment

 

Position Summary:

The Program Officer will be part of the grants team at the Community Foundation, working with a team of five other grants professionals to provide grants and scholarships to Linn County and beyond. The Program Officer will manage scholarships and assigned grant portfolios at the Community Foundation, participate in grants management and evaluation activities, and represent the Community Foundation at relevant community meetings that align with assigned portfolios.

 

Principal Responsibilities:

 

Grantmaking

Manage assigned grant portfolios, which includes the following elements:

  • Provide technical assistance to applicants related to proposal development and submission
  • Review and analyze submitted proposals
  • Manage the committee review process, including committee training, site visit coordination, and support of the committee chairperson
  • Provide feedback to applicants after the application review process
  • Conduct field visits to assess progress of grantee organizations and projects
  • Review submitted reports
  • Work with grants team to routinely assess implementation of assigned grant portfolios and monitor best practices in grantmaking with a perspective of continual improvement
  • Analyze opportunities for impact in portfolio areas
  • Develop subject matter expertise and knowledge of key people and organizations
  • Follow National Standards and legal requirements for grantmaking

 

Grants Management

  • Ensure accurate and timely management of assigned grant portfolios through the payment and reporting process
  • Follow weekly protocol to approve all grants that are ready for payment
  • Using the iPhi grants management system, provide team assistance with the online grant application portal and manage assigned grant portfolios

Scholarship Management

  • Together with Program Associate, implement annual scholarship cycle, which includes creating/updating scholarship documents and templates, communicating with high schools, ensuring publicity of available scholarships, and managing volunteer review committee
  • Recommend strategy and process improvements for scholarships and maintain scholarship policy document
  • Work with Development Team to assist with the establishment of new scholarships
  • Follow National Standards and legal requirements for scholarships.

 

Community Liaison

  • Represent the Community Foundation at relevant community meetings that align with grant and scholarship portfolios

 

General Duties and Responsibilities

  • Comply with all Community Foundation policies
  • Maintain confidentiality as defined in the Community Foundation Confidentiality Policy
  • Demonstrate a positive attitude and professional manner, both in appearance and actions in carrying out job responsibilities
  • Follow emergency plan in crisis situations
  • Attend and participate in Community Foundation meetings as directed
  • Maintain scheduled work hours and notify his/her supervisor personally of absences
  • Promote a team concept by being courteous, helpful and supportive to other employees and all Community Foundation audiences
  • Work flexible hours, including evening and weekend hours, if needed
  • Maintain the cleanliness of the work environment
  • Complete/submit forms related to payroll and human resources accurately and on time to supervisor
  • Perform all other duties as assigned

 

Qualifications:

  • Bachelor’s degree or equivalent work experience
  • Minimum of three years’ experience in the social sciences, nonprofit sector, or related field
  • Strong working knowledge of Microsoft Office suite
  • Ability to present information concisely and effectively, both verbally and in writing
  • Ability to manage priorities and workflow
  • Acute attention to detail
  • Strong organizational and analytical skills
  • Ability to handle multiple relationships, responsibilities, and deadlines
  • Flexibility and adaptability
  • Ability to learn foundation database system (Stellar Financial’s iPhi Core)
